Ramdaspeth Residents in Nagpur Call for Ban on Garba Events During Navratri

Residents of Ramdaspeth have turned to the Nagpur Bench of the Bombay High Court, requesting a ban on Garba events in their locality during Navratri 2024. They contend that the loud music typically associated with these festivities breaches noise regulations and disrupts the peaceful atmosphere of their residential area.
The petition specifically seeks to have the Mor Hindi Upper Primary School grounds designated as a “silent zone,” thereby prohibiting the use of loudspeakers and music systems during Garba celebrations. This move has put the residents at odds with the Ramdaspeth Plot Owners and Residents Association, which organizes these events and employs high-volume sound systems, causing disturbances in the neighborhood.
The petitioners—Pawan Sarda, Dr. Shubhangi Deshmane, Sanyogita Dhanwatay, Rahul Dalmiya, Anurag Saraf, Varun Bajaj, and Nimish Sutaria—have filed their writ in light of recent Supreme Court rulings and prior court directives. They assert that the events contravene the Noise Rules 2000, which set permissible noise levels in residential settings.
Named as respondents in the petition are the Secretary of the Departments of Home, Cultural Affairs, and Urban Development, the Commissioner of Police, the Assistant Commissioner of Police, the Municipal Commissioner, the Ramdaspeth Plot Owners and Residents Association, and the Maharashtra Pollution Control Board. Additionally, the residents reference a 2023 agreement that restricted Garba events at Mor School to just one day, aiming to prevent a recurrence of the high-noise events from this year.
